In an attempt to draft a set of rules for the Over Thirty Baseball Night League, OTB rules were used as a template in hopes of continuing successful league administration from OTB to NOTB. The NOTB Committee places the highest priority of avoiding the risk that inappropriate NOTB player conduct may reflect poorly on OTB.
Several modifications were written to account for some basic differences in the two leagues. Unless noted below, NOTB rules will remain the same as OTB rules.
NOTB will charge $75. per player and will provide shirts and hats only. Players will be expected to supply their own pants, belts, socks, etc. One umpire will be hired per game. The 2004 season will consist of either 4 or 6 teams, depending on available fields, and will play a 9-week season (no playoffs) starting in early June. This will keep NOTB from playing during OTB playoffs.
NOTB rule changes from OTB rules:
- The NOTB Committee will be responsible for the day-to-day administration of NOTB business. An update of NOTB business will be available for the OTB BOD at all board meetings or when requested.
- Games will be 7 innings and will be played weeknights instead of Sunday mornings. No new inning may be started after 2-1/2 hours of play.
- Upon a player's 2nd warranted ejection in any 3-year period, he will be expelled for the season.
- NOTB provides additional opportunities for current OTB players to register as a benefit of OTB membership (as well as discouraging OTB players from leaving OTB to play in NOTB). However, NOTB will allow up to 25% of league players to be non-OTB players. For at least the first year, all registration forms (OTB and non-OTB) will be accepted collectively on a "first-come, first-serve" basis.
- Teams will have 13 player rosters. Limited player substitution (waiting list or other team) will be allowed to give other players a chance to play during vacations, injuries etc., as well as to avoid forfeiting games.
- A pitcher may pitch no more than 4 innings per game.
- Players must play a minimum of 3 innings in the field.
- Bats with a length to weight differential of no greater than three (3) will be allowed. In addition, one third (33%) of all scheduled games (to be designated upon schedule completion) will be wood bat-only games.
